Job Description
  1. Provides analysis and evaluation of data that contributes to the program office, Department, State and Federal reports and initiatives including, but not limited to: standard and adhoc reports, Advisory Council reports.
  2. Gathers information through data systems, interviews, surveys, research, agency contacts, or system queries.
  3. Effectively communicates verbally and in writing with all stakeholders.
  4. Uses or develops and maintains functional knowledge of various data software packages and systems for reporting and analysis purposes. 
  5. Applies complex financial, statistical, and/or mathematical methods to analyze data.
  6. Reviews and analyzes policy, guidance, and procedures and interprets laws, policies, and procedures affecting agency operations.
  7. Develops or assists in developing program performance measures and monitors, updates, calculates, and recommends adjustments to performance measures to determine program effectiveness.
  8. Analyzes program operations and recommends the modification of program policies and procedures to achieve greater efficiency and effectiveness.
  9. Responds promptly and accurately to inquiries regarding program or project information.
  10. Monitors trends to identify opportunities for improvement and makes recommendations that can be initiated for improved outcomes.
  11. Collaborates with administrative and program office leads to determine evaluation parameters and methods.
  12. Prepares final work product utilizing graphs or tables prepared by others or self-generated; presents information orally in meetings and through written narrative or statistical reports.

Job Duties
  1. Performs software programming and analysis work in support and maintenance of the PowerBuilder applications.
  2. Assists the development team in migrating the applications to a new technology and platform.
  3. Performs software development activities to code the components / modules of the application.
  4. Completes specific task assignments per requirements and within required timeframes.
  5. Adheres to the Department’s coding / security policies, procedures, standards and best practices.
  6. Works independently to analyze the business / systems requirements and design the enterprise Oracle database structure and modeling diagrams. Leads discussions in database design reviews with the Department’s database administrators.
  7. Coordinates and reviews the work of other software developers on the team.
  8. Provides status of work to the Application Developer Administrator. Assists in monitoring estimated-time-to-complete and actuals for assigned tasks.
  9. Completes required time reporting processes.
  10. Anticipates, identifies, tracks and resolves issues and risks affecting own work and work of other developers on the team.
  11. Executes all responsibilities with little direct supervision from the Application Developer Administrator.
  12. Independently completes unit testing of developed application components.
  13. Analyzes problems, identifies, documents and resolves all coding defects discovered during unit testing.
  14. Resolves all coding defects identified and documented by the Integration and User Acceptance testing teams.
  15. Creates and provides content for operational documentation to Technical Writers.
  16. Leads technical discussions in meetings with TPL/BPI staff to gain acceptance of the application prior to implementation.
  17. Coordinates the technical discussions focused on the testing and deployment of the application with infrastructure/network teams.
  18. Resolves any defects discovered in post-implementation through the end of the contractor’s engagement
